Finding BAA, ARRA and Made-in-USA Lighting Products
Whether you are specifying lights for a government or military project or are simply committed to supporting U.S. industry, Alcon Lighting strives to make it easy to find fixtures that meet these standards.
American-made lighting products throughout this site feature one of three labels:
- Made in the USA light fixtures meet standards outlined by the Federal Trade Commission—the highest standard for American-made products
- Buy American Act Compliant light fixtures adhere to guidelines outlined the Buy American Act (BAA), which may be required when specifying lights for a government or military project
- Assembled in the USA light fixtures meet standards defined by the American Recovery and Reinvestment Act (ARRA), which may also be required for federal and municipal government contracts or military contracts
The products on this page all meet at least one of these standards, allowing you to quickly browse all our American-made products.
If you are looking for a specific type of fixture, you can refine the results on any lighting category page using the Qualifications filter. Within this filter, you can select Made in USA, Assembled in USA (ARRA) or Buy American Act (BAA).

The Buy American Act (BAA) was signed into law in 1933 by President Herbert Hoover. The BAA requires federal and state agencies in the U.S. to procure domestically manufactured products whenever possible.
In most cases, government agencies must procure domestic end-products, which “must be manufactured, mined, or produced in the United States, and more than 55% of the cost of the components in the product must be manufactured in the United States.[1]
If you are specifying lighting for a government or military contract, look for the “Buy American Act Compliant” label on product pages and specification sheets. You can also filter category pages for “BAA-compliant” using the Qualifications filter.
Under the Made in USA policy of the Federal Trade Commission (FTC), products that make a Made in USA claim must be “all or virtually all” made in the U.S.[2]
According to FTC guidelines, the parts of a product must all or virtually all be of U.S. origin. The FTC does not pre-approve products to use the “Made in USA” label. However, a company using this label must have a reasonable basis for making the claim.
If you are looking for products made in the USA, please look for the “Made in the USA” label on product pages and specification sheets. You can also filter category pages for “Made in the USA” using the Qualifications filter.
Products that are labeled as “Assembled the USA” meet the standards defined under the American Recovery and Reinvestment Act (ARRA) of 2009. The ARRA requires products that carry the “Assembled in the USA” to be “substantially transformed in the U.S.”
Products that are ARRA-compliant may have components produced in other countries, but those components must be assembled and substantially transformed within the United States.
To find products that are ARRA-compliant, look for the “Assembled in the USA label on product pages and product specification sheets. You can also filter product category pages for “Assembled in the USA” using the Qualifications filter.

We strive to offer as many lighting products as possible that meet FTC and BAA guidelines for Made in the USA products. In some cases, however, certain components for light fixtures and accessories sourced in the U.S. may not be available.
Products that meet the standards of the Buy American Act will be noted with a “Buy American Act Compliant” label on the product page and specification sheet. Products that meet FTC standards for being made in the USA will include the “Made in the USA” label on the product page and specification sheet. You can also use the Qualifications filter on category pages throughout the site to filter for Made in the USA and BAA-compliant products.
When components of U.S. origin are not available, Alcon may source non-domestic parts for products. In most cases, the products are then assembled in the United States. These products will be noted with an “Assembled in the USA” label.
We want to make finding American-made or assembled products as easy as possible for you. There are three ways to find products that meet the BAA and Made in the USA standards:
- All products shown above on this page meet Buy American Act and Made in the USA standards.
- Look for the “Made in the USA” or “Buy American Act Compliant” label on product pages and product specification sheets.
- On product category pages, use the Qualifications filter to narrow results for products that are compliant with the Buy American Act, Made in the USA, and Assembled in the USA.
